Holding dual nationality (Egyptian/British) for almost five decades, he earned a BA in Economics from Cairo University in 1961 and a PhD in Economics from the University of Manchester in 1968.

Throughout his extensive international career, Dr. El-Mokadem was an advisor to governments on economic policy, oil, and defence. His influential roles included advising the US Government and various UK institutions such as the Bank of England, Treasury, and Foreign Office. Additionally, he provided counsel to numerous governments of oil-producing countries and became an advisor to leading financial and investment institutions.

As a prolific author, Dr. El-Mokadem published and supervised numerous books, articles, and research projects. His contributions span diverse topics, including UK monetary and fiscal policies, North Sea oil, OPEC, and the world oil market.
